MARK: THIS MORNING, GOVERNOR JOHN KASICH SIGNED A BILL THAT PAVES THE WAY FOR TWO- POINT-SIX-TWO BILLION DOLLARS IN CAPITAL IMPROVEMENTS. HE CHOSE TO SIGN THE BUDGET AT A STATE MENTAL HEALTH FACILITY IN COLUMBUS… WITH A MESSAGE TO OHIOANS COVERED BY THE MEDICAID EXPANSION. NBC4’S OHIO STATEHOUSE NEWSROOM REPORTER JASON AUBRY WAS THERE. JASON: HUNDREDS OF MILLIONS OF DOLLARS ARE ABOUT TO BE SPENT ON MENTAL HEALTH AND ADDICTION SERVICES AS A RESULT OF THE CAPITAL BILL THE GOVERNOR JUST SIGNED INTO LAW BUT HE SAYS THOSE SERVICES COULD BE IN DANGER. BUILDING A NEW FACILITY FOR THE TWIN VALLEY BEHAVIORAL HEALTH HOSPITAL WHICH HAS SERVICED MILLIONS OF OHIOANS WITH MENTAL ILLNESSES FOR DECADES COULD COST MORE THEN 100 MILLION DOLLARS. GOV. JOHN KASICH / OHIO “THE ONE’S TOO CROWDED, IT’S BROKEN DOWN, IT’S NOT IN GOOD SHAPE. I SAID, ‘WELL, WE’RE PUTTING IT IN THERE’. I SAID, ‘NOW CALL TRACY; TELL HER, YOU KNOW, MERRY CHRISTMAS’.” TRACY PLOUCK REMEMBERS WAS IN THE ORIGINAL HOSPITAL WHEN SHE GOT THE CALL TRACY PLOUCK / DIR. DEPT. OF MENTAL HEALTH AND ADDICTION SERVICES: “I LOOKED UP; THERE WAS A BALD EAGLE THAT FLEW OVER THE FIELD WHERE THE HOSPITAL’S GOING TO BE CREATED AND I THOUGHT, I AM EXPERIENCING A MIRACLE RIGHT NOW.” AN EMPHASIS ON PROVIDING MONEY FOR MENTAL HEALTH AND ADDICTION SERVICES WAS A FOCUS OF THIS CAPITAL BUDGET BUT GOVERNOR KASICH HELD NO ILLUSIONS THAT HIS TIME LEADING THE STATE IS COMING TO AN END. GOV. JOHN KASICH: “AT SOME POINT, I WILL BE GONE AND IT WILL BE VERY EASY TO CUT THE PROGRAMS THAT HELP PEOPLE WHO NEED HELP. DON’T LET IT HAPPEN FOLKS.” IN THIS GENERAL ASSEMBLY’S OPERATING BUDGET THE LEGISLATURE ATTEMPTED TO FREEZE MEDICAID EXPANSION ENROLLMENT. THE GOVERNOR VETOED THAT. SEN.
